This article guarantees equal rights to education for everyone in Uzbekistan, regardless of factors such as gender, race, nationality, social status, or religion. It ensures that individuals, including foreign nationals and stateless persons residing in Uzbekistan, are entitled to equal educational opportunities. This commitment to non-discrimination aligns with the principles outlined in 10.6.1, which requires universities to have non-discriminatory admissions policies.
Admission Process (Resolution No. 393 of the Cabinet of Ministers, June 20, 2017):
The resolution specifies that admission to higher education institutions, whether on grants or fee-paying contracts, is based on equality and standardised rules. The selection process is conducted through a competitive testing system, where those with the highest scores are admitted on state grants first. At the same time, the remaining applicants are considered based on their test scores for the fee-paying contract slots. This process ensures fairness and equal opportunity for all applicants, per the 10.6.1 requirements.
Thus, the university’s non-discriminatory admissions practices ensure that all applicants have equal chances, regardless of their background.
Access to university underrepresented groups recruit
Support for Unemployed Youth and Women:
The job fair organized by the Bukhara City Department of Poverty Reduction and Employment Support aimed to provide employment opportunities for unemployed individuals, including 42 young people and 51 women. This effort directly supports the recruitment of underrepresented groups, particularly women and youth, into the workforce.

Bukhara State University’s participation in the job fair, where 32 unemployed students were able to secure job contracts, demonstrates a proactive approach to ensuring that graduates, particularly those from underrepresented backgrounds, have access to employment opportunities. The introduction of tax deductions for entrepreneurs who train school, college, and technical students is a strategic action that encourages businesses to employ underrepresented groups, particularly young individuals. The winners of the competition, namely the “Tarnado” team (1st place), “The Best” team (2nd place), and “Yosh Avlod” team (3rd place), are set to be honored in a ceremony. “Mentorship Program for Female Leadership”: BukhSU regularly organizes mentorship programs aimed at empowering women in leadership roles. These programs are typically structured to provide female students with guidance on academic and career-related matters, often involving senior female academics or professionals as mentors. Female students receive one-on-one or group mentoring on topics such as career planning, leadership development, and skill-building.
“Women’s Leadership and Business Mentorship Initiatives”: Under the program “First Step in Women’s Business,” female students at BukhSU can present entrepreneurial projects and receive feedback from experienced female mentors in the business field. These projects offer students the chance to network with female leaders and develop essential business and leadership skills.
Mentorship in Research and Science: The university’s collaboration with faculty members, especially in underrepresented subjects like digital economy, applied mathematics, and natural sciences, often pairs senior female academics with female students. These initiatives encourage mentorship in research projects and in fields traditionally dominated by men.

During his visit to the faculty, the rector, Obidjon Hamidov, inspected the construction site and gave further directives to ensure that all facilities, including the heating system and greenhouse projects, are fully operational and accessible.
Additionally, in celebration of International Day of Persons with Disabilities (December 3), Bukhara State University organizes events such as the “BukhSU Party” concert held at the university’s dormitories. These events aim to engage students with disabilities and provide them with a meaningful and inclusive experience during their free time.
Moreover, a special cultural and educational concert titled “Modesty is a Girl’s Virtue, Dignity is a Boy’s Pride” was held in collaboration with the Natural Sciences Faculty and the Faculty of Art Studies. The event, designed to foster moral and ethical development, featured renowned scholars and artists, including Filology Doctor G.S. Yunusova and Art Faculty Lecturer X. Mustafayev. This event was part of the broader “Ustoz va Shogird” (Mentor and Student) tradition, encouraging students, including those with disabilities, to learn from the wisdom and experience of the elders and mentors, promoting intergenerational mentorship and personal growth.
