Bukhara State University strives to create equal rights for both genders. In 2023, the total number of students who entered the bachelor programs was 4020, of which 2390 were women. First-year female students entered 70 bachelor programs

Tracking Access Measures
Bukhara State University systematically measures and tracks women’s access to higher education. According to President Shavkat Mirziyoyev’s speech at the United Nations, last year, 49% of students admitted to universities across Uzbekistan were female, demonstrating significant progress toward gender equality in education. Additionally, the share of women in government positions has reached 35% for the first time, highlighting efforts to enhance women’s leadership roles.
Moreover, the 2022-2023 admissions data for graduate programs reveals that out of 10,980 applicants who met the eligibility criteria, 6,393 were recommended for admission, including 2,160 women, who were accepted under the fee-paying contract system. To further support women’s access to education, the government introduced a special policy where the tuition fees of women admitted to master’s programs under the basic fee-paying contract will be covered by the state budget.
Furthermore, the government of Uzbekistan allocated 2,000 additional state grants specifically for women, distributed across various regions. This initiative provides further opportunities for women to pursue higher education and enhances gender equality in education access across the country. For instance, the Bukhara region received 112 grants, ensuring regional representation and equitable access to educational opportunities for women.
These measures reflect a structured approach to monitoring and promoting gender equity in education and ensuring that women have equal opportunities to access higher education and contribute to society.
BukhSU has implemented various measures and policies to support female applicants. These policies are designed to encourage women’s participation in higher education and ensure equal opportunities. Some key points include:
- Special Admission Parameters for Women with Work Experience:
- BukhSU allocates specific payment-based admission spots for women with at least five years of work experience. This initiative is part of a broader national effort to increase the participation of experienced women in higher education.
- In 2023, 7 payment-based admission spots were allocated for women with five years of work experience across various universities, including Bukhara State University.
- Support for Women from Needy Families:
- Additional state-grant admissions have been designated for women from financially disadvantaged families. For instance, 112 state-grant spots have been allocated to women in Bukhara, with distributions in various fields such as natural, technical, and medical sciences.
- This ensures that women from low-income backgrounds have access to higher education.
- Admissions for Women in Special Categories:
- BukhSU provides opportunities for women who are graduates of SOS Children’s Villages, orphanages, or those raised under guardianship. This policy is designed to support the education and integration of disadvantaged women.
- Furthermore, 69 state-funded spots were allocated to individuals with disabilities, providing equal opportunities for women with disabilities to participate in higher education.
- Diverse Learning Formats:
- BukhSU offers full-time, part-time, evening, and distance learning options, giving women flexibility in pursuing their education, especially those balancing work, family, or other responsibilities.
These policies reflect Bukhara State University’s commitment to increasing women’s participation and inclusivity in higher education, ensuring that women from various backgrounds can apply, gain acceptance, and thrive in their academic pursuits.
Women’s access schemes
Bukhara State University has implemented a variety of schemes and events aimed at supporting women’s development, mentoring, and empowerment. These initiatives provide opportunities for women in both academic and professional fields, enhancing their skills and access to resources.
“First Step in Women’s Business” Competition:
The competition at Bukhara State University encourages female students to participate by presenting entrepreneurial projects. The competition promotes women’s participation in business, mentoring them through the preparation and presentation process. Female students can register their business-related projects in the competition, and winners are awarded financial prizes to motivate and support their future endeavours. This competition is designed to foster leadership and entrepreneurial skills among women.
2. Psychological Seminar-Training for Career Preparation and Family Planning for Women:
A special psychological seminar was conducted at the Career Center, focusing on guiding women towards professional careers and preparing them for family life. This event helps in mentoring women to make informed career choices while balancing family commitments, thereby providing both psychological support and practical advice.
3.Collaboration with the “Oqila Ayollari” Movement and USAID Legal Reform Program:
In collaboration with the Bukhara Women’s Movement “Oqila Ayollari” and USAID’s Legal Reform Program, an event was organized focusing on gender equality and legal rights for women. This marathon event aimed at raising awareness about women’s rights and empowering women through legal education. The event also included interactive activities to engage students in understanding gender equality and the protection of women’s rights.
4. Preventive Event on Women’s Crime and Legal Awareness:
A seminar was organized in partnership with local law enforcement authorities to raise awareness about preventing women’s involvement in criminal activities. The seminar was attended by representatives from the regional government and police departments, emphasizing the importance of legal literacy among women. This initiative also provided mentoring on legal issues and preventive measures for women.
These events showcase Bukhara State University’s commitment to providing women with access to mentoring, training, and educational opportunities, thereby contributing to their personal and professional development.
Women’s application in underrepresented subjects
“Islohotlar bilimdoni” (Reform Expert) Scientific-Educational Contest:
Bukhara State University held a large-scale, national scientific-educational contest titled “Islohotlar bilimdoni,” where faculty and students were encouraged to participate in several categories, including “Most Active Women’s Council Chairperson” and “Best Women’s Advisor.” This contest promoted women’s leadership and representation in educational and scientific fields.
“Ishbilarmon Ayol-2023” (Businesswoman of the Year 2023) Regional Competition:
In celebration of Uzbekistan’s 32nd year of independence, Bukhara State University hosted the regional round of the national “Businesswoman of the Year 2023” competition. The competition united businesswomen under the theme “For a New Life, for a New Uzbekistan!” and supported women’s entrepreneurship and participation in business sectors, encouraging more women to apply to fields where they are underrepresented.
“Sening tashabbusing-sening kelajaging uchun” (Your Initiative for Your Future)Talent Contest:
On International Girls’ Day (October 11), the Natural Sciences faculty held a talent contest under the theme “Your Initiative for Your Future.” The event provided a platform for female students to showcase their skills in public speaking, computer literacy, and creativity, highlighting women’s participation in science and technology subjects where they are often underrepresented.
Promotion of Digital Economy Master’s Program:
Bukhara State University promoted the “70310501-Digital Economy” master’s program, which offered several opportunities for women, including 100% scholarships for female students. This initiative directly encouraged women to apply to fields such as digital economy and applied mathematics, fields traditionally dominated by men.
These events demonstrate Bukhara State University’s commitment to promoting gender equality and empowering women to pursue education and careers in fields where they are typically underrepresented, contributing to the university’s outreach and collaboration efforts.
Women’s mentoring schemes
1.“Bir bolaning yutug‘i – butun yurtning yutug‘i” (The Success of One Child is the Success of the Entire Nation) Event
This event focused on family strength, reducing divorce rates, and nurturing a healthy atmosphere in households. Discussions were held on improving mother-child relationships, as well as fostering knowledge and enlightenment among women, which directly ties into the mentoring schemes aimed at guiding women toward their roles as both mothers and educated members of society.
2. Bioeconomy Master’s Program – Erasmus+ Project
The Erasmus+ Bioeconomy Master’s program, aimed at fostering expertise in sustainable economies, offers full scholarships to female students. The program helps increase women’s access to advanced education and provides mentoring through highly qualified international and local professionals, thereby enhancing their skills and career prospects. This program specifically targets female students, offering 100% grants to encourage their participation. This initiative falls under women’s mentoring schemes, as it directly mentors and supports female students in higher education fields like Bioeconomy.
3.”Ayol—Jamiyat Ko’zgusi” (Woman is the Mirror of Society) Event
This event, organized by the Women’s and Family Affairs Department, focused on increasing the socio-political activity of women, reinforcing family values, and providing educational opportunities like intellectual games for female participants. Such events can be seen as mentoring schemes that inspire women to participate more actively in social and academic life.
Also, the event aimed at increasing the socio-political engagement of women, nurturing a healthy social environment, and strengthening family values. As part of the event, intellectual activities like the “Zakovat” competition provided a platform for women to engage in educational and strategic thinking.
4. “Qizlar Ovozi” (Voice of Girls) Training Seminars for Regional Coordinators
The “Qizlar Ovozi” club, designed to support and mentor young women, held training seminars for 70 coordinators from various regions, including students from Bukhara State University. These seminars focused on enhancing the legal literacy and creativity of female coordinators, fostering systematic engagement with women’s issues. This directly aligns with women’s mentoring schemes.
These training seminars gathered 70 female coordinators from across the country to enhance their legal awareness and project management skills. Female students from Bukhara State University were also involved, participating in mentoring activities designed to elevate women’s participation in society and improve their leadership skills.
These initiatives fulfil the requirement of mentoring schemes by engaging female students in structured activities, providing guidance, support, and opportunities to develop their personal, professional, and academic abilities.
